Dont know about how it is for engineers at hood but I loved it when i was there. Just ETS'd from there in NOV 2010. Little river dragway is about a 20 min drive from ft hood and there is plenty of stuff to do with austin, dallas, and san antonio not far away.

Killeen is somewhat ghetto. It was annoying but tolerable when I was there, but I have heard it has gotten worse. Lot of little gang-bangers running around and a lot of property crime committed by these "hood rats".
If you have been in a while, then you know the drawbacks of any military town.

On the plus side, as stevez mentioned, LRD (Little River Dragway) is close by. I was a half hour door to door when I lived in Killeen. If I wasn't racing at Temple on the weekend, then I was trying to get out of town and head down to Austin and sometimes further like San Antonio, Houston, or Dallas.
