Default how do i resize a phot guys?

hey guys i took some pictures of my car that i want to post up but they are all like 454kb and it says the size can only be 100kb can anyone help me with this?

...or just open up the pic with MS Paint.
then click the image tab, then stretch skew, then reduce vert & horiz to the same #.
example 50 will be 1/2 as big
