That picture is wrong, the bottom paddles are the clutch the top are the gear shift.

When they go to the electromagnetic valves they are predicting 30K r.p.m.'s. Right now McLaren/Mercedes have gotten their pneumatic valves to 22K r.p.m.'s to survive but not very long.

Every team has it set up a different way. McLaren has a third set of paddles that control the torque output of the engine too.

Not sure what wheel you posted, could be any team's wheel, but here is a pic of the 2008 McLaren wheel...you can clearly see 3 paddles on each side. The top 2 are gear selection, and the 2 directly below are the engine torque mapping paddles, with the clutch below.

The one I posted was the McLaren Mercedez steering wheel, so unless they used that wheel for a certain race, the Tq management controls are usually on the front of the wheel for them.
