Post 2c5s Refund my money NOW! :RESOLVED

This guy sells me a cam and after I send payment, he tells me the cam is at a buddies house and he can't get it until 2/2. So I wait and message him yesterday and ask if he got the cam. He messages me back and says his buddy dropped the cam and chipped one of the bearing journals. So at this point I'm done dealing with it and ask him to refund my money. He just messaged me and claimed that he never accepted the transaction and that I could just reverse it. Apparently he doesn't realize that I have been using paypal for over 3 years and that's NOT how it works. If he had never accepted the transaction, my bank account wouldn't be short $268!!!! He can easily go into his paypal account and issue me a refund, but he doesn't seem real eager to do that. So, I'm putting this out here now - if I don't get a refund TODAY for this, it's going to the police. I've already been screwed once on here and I'm not dealing with it again.

Already did, and if anyone knows how paypal works, if a person doesn't leave money IN their paypal account, there's nothing they can do. I'll make this a lot simpler by involving the police. He also stated that if he accepts the money (claiming he hasn't yet) and then refunds it, I will be out the paypal fees. Only problem with that is, when you issue a refund, paypal CREDITS those fees. He's not going to be out a cent. Therefore this smells like a scam!
