Default OL/CL question

at what engine coolant temperature does the LS1 actually go from open loop to closed loop?

and

how much of an effect on gas mileage would there be if the car were always be in open loop?

background on car: completely stock '98 TA A4, only has a lid, k&n filter, and a weld in slowmaster. to my knowledge, the car has never been tuned. the car is a '98, so it has an actual coolant temp gauge (not the dummy guage) and the coolant temp never gets above 170 degrees. I ask the questions because the car only gets about 220 miles per tank with mostly highway driving. I honestly think the car either has no thermostat or a thermostat that is stuck open.

That is right where my 98 runs with a 160* T-stat. It doesn't FULLY open til 170*

Edit: It is supposed to switch to OL at 150*
