Does the rubbing noise happen all the time or just when you turn the wheel?

Well, in general if the problem started when you made a change then you should begin to undo that change until you find when the problem stops. To that end you might try (if you still have them) to re-install your stock front wheels/tires and see if the noise persists. In my experience the coincident thing happens from time to time, but most often it has to do with your most recent change.
