I believe '98 was the last year that these appeared on 4th gens (and I'm not even sure that all '98s had them). For people that only have owned/seen the later models, they won't even know what you're talking about. The fenders don't actually bolt to these pieces, they are screwed into the frame.
I think these were supposed to prevent damage to the fender lip, but the lips sometimes got damaged anyway, so I guess GM decided to save money and just stop using them.
I posted a couple pics of these pieces many years ago, I'm not sure where I saved the pictures though.

They were black plastic pieces right behind the front wheels. The bottom of the front fenders bolted up to them. I have a 98, so I'm not sure anyone really knows what they are. I have owned all LT1 cars before this. I'll bet they did away with them on the LS1s. My fender has no bolt holes at the bottom, so I figured they got taken off by a previous owner. I'll double check it tomorrow.

Here are the pieces in question, this is from my '98 car and is how the car came stock from GM:
As you can see, in stock form they do not bolt to the fenders at all. They are mounted to the frame with bolts that go straight through them. The fender tabs mount to metal plates directly behind them. I have never seen these on any F-body built after '98.

They are not fender mounts. Nothing mounts to them at all. They attach directly to the frame.
I'm not sure why people keep thinking that the fenders mount to them? There is no attachment whatsoever. A more correct name for them would be fender guards.
