You will have to open the hatch.. pull back the carpet, and unscrew the brake lights... The 2 inside screws on each side of the filler panel hold the filler panel in place... Fairly easy to do..

Yeah you won't even need a wrench as the tailights are held on with big plastic wingnuts that you just twist off by hand.

I read about you getting the CETA/2002 Filler Panel... Was that the correct part number?

http://www.collectorfbody.com/partnumbers.htm says the part number is 10312725. If you want to change the OEM decal then other option is to apply a vinyl decal/sticker over the OEM decal. Some people here make and sell a huge variety of vinyl decals/stickers. Once I saw a black Firebird and it had a gold vinyl decal/sticker on the filler panel and it looked very cool.
