They should go on when turning the lights dial one notch to the right in addition to the foglight button being turned on (Orange light should be on)
With just the lights dial one notch to the right, the running lights are on.

what jet 49. your driving lights and dash lights should come on with the fogs. I think there was a wiring mod on ls1 tech along with the high beams but I may be mistaken.
