It uncaps your exhaust so you are basically bypassing the muffler. Quick Time Performance sells them as do other sponsors.

Horsepower will increase a little if you have a restrictive exhaust, but if your have a well designed and good flowing exhaust power changes will be so small it wouldn't be worth the price IMO, I suggest if you want a quiet car and the ability to make it loud and quiet again cutouts are a great option.

I like to think of an electric cutout as the door which opens to unleash the LS goodness that lies within! Haha.
In short, yes there's a power increase that has been dyno proven many times. You could expect to see less of an increase if you already have a higher flowing exhaust. You could expect to see more of an increase if you're highly modified.
My $.02. You don't want a cheap cutout. They are subjected to high amounts of heat and the seals (when closed) constantly have pressure on them. I went with a QTP. The first one I had didn't function properly however they have a new design that appears to be much more durable. Had mine on for well over a year and it works flawlessly -- opens and closes when I hit the button, no leaks, etc.
The best benefit I get from this over a manual cutout is that I can partially open the valve (30%) and get the added volume to the exhaust note while maintaining the tone of the mufflers. You get better flow and better sound without the rasp.
