Fuse panel cover

Fuse panel cover I may have the dumbest question ever... I got my 2000 T/A used and it was missing the fuse panel cover on the driver's side of the dash (visible when you open the door). I found one on ebay, bought, but it doesn't seem to fit. It is the right size. The velcro lines up. The cover has 2 tabs on the top that do not fit into any small holes in the top. Am I missing something. This seems like it would be really easy, but I can't get the cover on.

The tabs should slip on back side of the opening of the panel then falls into place for Velcro to hold in place. It's a weird design. I took mine off and went to put it back on and had me stumped for a little while. Hope this helps
