Default pulsing lights

When I turn on only my fog lights my lights pop up. Also when I hit the alarm button whether to arm or disarm it also triggers my lights to pop up. It also seems to be making a sound like the motor on the light fixture is stuck. I noticed that my lights are dimming in a pulsing manner. What can cause this? Maybe a bad ground? The headlight problem is pretty straight forward. The gear is stripped and you need to either replace the gear or buy a new motor.

I had some mild pulsing issues similar to yours but not that dramatic. It was the regulator within the alternator. Replaced it with a truck alternator and have had no issues since.
