If it were me, I would do wheels and springs at the same time....but probably the exhaust first

All depends...You want looks or performance? I'd do performance.. Like they mentioned above. Do 1. and 2. at the same time or do 3. & 4. at the same time!!! My .02...

IM about to take my lowering springs off my car in about a week, make me and offer and there yours. However i can not tell what kind they are becasue they were onh the car when i bought it. But i have narrowed it down to either BMR are sportlines becasue they drop the car about inch and a half. PM if you are interested.

True Duals! Way cheaper than the GMMG if you dump them at the axle considering the cheapest you can get GMMG with tips is almost $700 and you still need a Y-pipe . Even if you want to take them all the way out the back the prices are still comparable, possibly cheaper for the duals, but they sound better (IMO, duals sound better than any Y-pipe setup) and make a little more power at that.
Although I just noticed that you don't have headers........I vote you get headers and true duals to the axle! Best exhaust bang for your buck. I got my Jet-Hots and Speed Inc true duals to axle for like $1,100 grand total and there are plenty of headers out there now-a-days to be had for less than the $512 I spent on Jet-Hots if you are pinched for cash.

I would agree with getting an exhaust next. But, if you want looks more than performance, get the wheels. There is a lot that goes into lowering your car (in addition to the springs), so you may want to wait on that, unless you just have gobs of money lying around....

Gotta go with the true duals since you have a Z28. There are no exhaust cutouts in the rear fascia/bumper. True duals will make the car sound fantastic and it'll look much cleaner. I had a Hooker catback on my LS1 Z28. It looked good, but just a bit out of place. True duals are the way to go IMO.

Wheels & springs next...

Personally, I would do the exhaust first to give yourself an idea of how much you are willing to lower the car. Some headers hang down kinda low.

Big wheels look kinda silly without a lowering kit.
