Default Water in oil

I have a recently rebuilt 6.0 checked fluids today and oil was milky all of it.... Is there anything minor that could cause this? This engine has barely been ran since the rebuild only a couple miles down the road and back oh and it was missing a good amount of coolant to... :/

Head gasket issue as you are losing coolant and in turn going into the oil
