Yes a wet sump is where the oil sits in the bottom of the oil pan underneath the crankshaft and is sucked up into the engine through the oil pump. The downside is that under extreme cornering/braking/acceleration the oil is pushed to one side of the pan and the oil pump siphon which is in the middle of the pan sucks up air for a second and the engine gets not oil for a few seconds. This wear and tear can add up rather quickly, but the cornering/braking/acceleration needed to achieve this is extreme
a dry sump is where the oil is kept in a seperate resovior thats taller and narrower so when the oil is pushed to one side, the pump hose in the bottom is still constantly fed oil. downside= more expensive

Yep. If you can afford it, and do autocross or something like that, it might be worthwhile to get a dry sump... My buddy starved his engine while racing his C4 (I hear the LS1 is much better about this though) starved his engine and it popped.
