My fans come on when hptuners is hooked up and you tell them too, but by themselves they do not come on. Is this the fan switch? if so where is it at

Maybe the temp. that they come on could have been changed in HP Tuners?

If they're coming on when commanded to sounds like the fans, relays, wiring are all OK. Stock fan on/off temps? This time of year if they weren't coming on at all (AC on or not) I'd think you would be overheating or showing high ECT temps.

No I have them to set to come on at 180 and to shut off at 170 but they do not come on bythemselves only when commanded by hptuners
no overheating issues i have a 160 stat but no fans
