The 240 ft-lb torque is for an ARP bolt only...the additional 140 degree thing is for GM's torque to yield bolt. Ideally, you should have been able to get to the full 140 degrees (I think that's what it is) or at least 240 ft-lbs if you have the ARP bolt.
When I had my SLP pulley installed, the installer tightened it down with an impact wrench. I never checked it, but when I pulled it off a couple years later (just a couple weeks ago actually), I found that the bolt was only in there finger tight. At least the pulley hadn't started walking yet.
Moral of the story - if you want to take the chance on it being tight enough, so be it. Keep an eye on it, and don't just think it is going to be okay like I did. It damn near bit me in the ***.
