Default Plastic coating on GM screws?

I bought an air dam and GM mounting screws to replace the one missing from my camaro. The question I have is that the screws are covered with a thick amber colored rubbery plastic over most of the threads and tip. Does this coating serve a purpose and am I supposed to try to peal it off or force the screw through the mounting holes with the coating intact?

Thats a sealer to protect the bare metal when the screw goes through.

Thanks for the info. It was raining today so hopefully I will be able to get the air dam on tommorow.
