Is it rubbing when trying to go down or the gears shot in the motor?
Have a friend sit behind the wheel and turn the lights on and off while you check each one. It will at least let you know where the sound is coming from and fix it from there.
The motors tend to crap out just due to age and normal use, a few sponsors can sell you new ones.

It's probably your plastic motor gear stripped out. A lot of em will go strip sooner or later. I had the same problem on a 95 firebird. Never got around to fixing it though. I have heard that you can take the gear out and flip it around as a temporary fix, or you can just get a new headlight motor. I also have found metal replacement gears that will last a lot longer. I can't remember who sold them though.
