Default do you need a return line with a standalone fuel system?

I'm thinking of doing a standalone fuel cell high pressure (43psi) do I need a return or a regulator,or should I do a low psi system?

The pressure is usually regulated on the return side by creating a certain amount of back pressure on the system to prevent a free flow. Putting the regulator on the pressure side would restrict the amount of volume. To go to a low pressure system, swap the spring out in the EFI regulator, or just buy a low pressure regulator.
