Juan Ramirez of Caldwell, Idaho?

Does anyone know who Juan Ruben Ramirez is Caldwell, Idaho is? He is supposed to be selling me a Vortech Supercharger Kit, he has not delivered nor is he responding to any of my emails or phone calls...it has been a week now..and he still has not responded, Ive already put in a claim w/paypal..
Also he is into me for 1k...he lives on Settlers Way in Caldwell Idaho...if anyone knows who this piece of **** is...please contact me...
