no you should be able to get it glass smooth. and its either your eyes play'n trick on you or someone could have blocked it down wrong befor paint. as in go in one direction to long

sounds like somebody blocked it wrong. usually fibgerglass needs a good block in the ecoat itself and then spray some primer, then block it out again and it should be fine.
