Default How to fix this scratch on my nose? pics

Some ******* backed in to me at the parking garage at work and just took off, and left this nice scratch:





So how do I fix this myself in the best way? Any power tools I will need or anything?
I just got some touch-up paint, but im not really sure how to prep the area before putting it on.
As you can see there are these loose flaws of paint.
Any help appreciated!

That would need to be resprayed, you could touch it up but imo that always looks like ****.

Yea I know it wont be perfect but I want to try to touch it up before I decide to respray it.

scuff it w/320 or such, clean it and see if it's cracked after cleaning, then have it resprayed.
