Default help with my aftrmrkt bumper cover!!!

so i have bought me a 99 ss and i bought a after market bumper cover. After a days work i got all of it to line up perfect it looks good except for one thing... i bought the car with no bumpercover on it nor inner structure the bumper reinforcment that came with it is showing through the holes where the grille would be and i was wondering if that is stock or what.. please look at the pic and tell me what i should do.

What is usually behind there is impact foam. Not an issue with the bumper cover, just you're missing that foam behind it.
