Default 4 week old new paint on hood (base coat/clear coat) bubbles in paint? WHY?

I just had my car painted about 4 weeks ago. The shop painted it base coat/clear coat. The original paint on the hood was base coat/clear coat but it was about 3 years old. They sanded it down beofre painting but I don't know how much they sanded it. I just noticed that there are these teeny tiny bubbles all over the hood. (about the size of a tip of a pen) What would cause this?

Whatever caused it, take it back and ask they fix it, the right way.

laid paint on too thick
didnt wait for it to flash off

hard to tell without a closeup

This..

take it back and see what can be done with it. Hopefully its something that can be sanded and buffed out, but might need to be resprayed.

Yes, they are very small. You have look at it in a certain light setting or reflection to even see it.

solvent poping is caused by lack of drying time of the base coat before spraying the clear.
