Default Fixing Front Bumper Cover

So picked up a car and they have a front license plate on it... which is drilled into the bumper cover. Is this an easy fix for a body shop, and kind of price would it be to fix?

Im not a body guy, but sounds like an easy fix. Bondo, sand, primer, paint, clearcoat.
