Could you use a regular timing chain?

Definitely. Reason for Jesel belt drive machining was that, this block was intended for high hp, race only build.

I am assuming this requires the use of a dry sump since the machining has been done for the Jesel drive?

Is it finished honed?

Not necessary, but a external oil pump/pulley/bracket such as Aviad will work.

True 4.185" finished honed.

UPDATE:
I brought the block to Mike@ AES to have it thoroughly checked and measured as well as to confirm that it is machined for a Jesel belt drive and will require an external oil pump system. So, you will not be able to run this block with a standard oil pump/timing chain set up. I just want to bring this up front. This block was machined dedicated more for race oriented set up.
Its still a steal for the price! Machined, true 4.185 bore ready for your rotating assembly.
