Default Need a tune after stall?

The car has been tuned by TSP with bolt-ons, (heads/cam etc.) But didn't have a stall at the time. Its shifting at around 6200 and bangs out at 6500. Do I need to send my PCM back if I put the 3800 stall in

yes.

the stall is going to throw some codes and will throw off your shift points.
depending on how desensitized the misfire tables are from the cam install, the stall might also cause the pcm to think there's a misfire condition and keep the converter from staying locked while cruising.
