What's the criteria for the EVAP system and O2 sensors to be "ready"?

What's the criteria for the EVAP system and O2 sensors to be "ready"? Took my car up to get inspected at a buddy's place and forgot that I had to jump start the car recently. I had two "not readys" come up.
One for the evap system and the other for the O2 systems. I checked my old paperwork from inspection 2 years ago and my evap was ok but o2 system was "not ready". Didn't matter and I passed because you can have one "not ready".
Questions are, how many drive cycles/milles do I have to perform for the computer to run the evap tests?
I have the rear o2 sensors turned off in the computer. I'm guessing this is why this test never runs. Do I need to turn them back on and run sims to have this test run?
