Th400 swap and timing wont see what it is supposed to. HELP!

Th400 swap and timing wont see what it is supposed to. HELP! I did the swap to a TH400. I had a 4l60e. The car is throwing codes for not seeing the electronic trans. I've logged some runs to see what everything was doing.
THe car sees 21.5 timing at WOT from 3500-6100 or so. Then from 6100 it starts to go to 24 then it will finally see 27.5 for a few hundred rpms til I shift at 6600.
I had an air tube blow off my hookers. I welded that up and changed 02 sensors. The car still doesnt want to show any timing. Any help would be greatly aprreciated.
