I believe it depends on throttle position, MPH and RPM. A mixture of those three will tell the PCM when to shift the transmission.
I believe that it normally shifts on throttle position/mph, and uses RPM for WOT shifting if I remember right.

Your question is carelessly worded. No sensors "tell" the pcm to shift. The TPS only tells the pcm throttle position. The VSS sensor only tells the pcm vehicle speed. The pcm derives engine speed from the crankshaft position (CPK) sensor. The pcm uses information from different sensors (TPS, VSS, CPK) under different conditions to decide when to tell the transmission to shift. As far as I know, TPS, VSS and RPM (maybe MAP) are the main inputs involved.
