To me surge and bucking are 2 different things. Surge can happen at low rpm, either on or off the throttle. Surge is annoying but not really a serious problem. Bucking happens when off the throttle and during engine braking. Bucking can be very severe to the point you will have to either give it some gas, push in the clutch (m6) or touch the brakes to calm it down. Tuning should fix both, though some bucking can still occur on a M6 car with a big cam unless you alter your driving habits to keep the rpm's up a little higher than you did with a smaller cam.
