what do these codes mean

my car is throwing p0420 and p0430 said bank 1 and 2 are runinng low what could be causing this car seems to be running rich to exhaust has been poping alot the last few days

so is that saying my 02 sensors are going bad cats were gutted by the previous owner whos a friend of mine not had a problem in the last year from this
