high idle

high idle i have a 99 transam that i recently took the motor out of rebuilt put heads cam intake package on and am having trouble with the idle it runs great but as soon as you give it gas or it is moving it revs up to 2 thousand rpms and stays there till you stop again if anyone can tell me waht this could be i would appreciate it oh and the ses light is on the code is high idle
