Default Question regarding tune?

Guys, I was wondering if a bad tune could cause your car to throw a p0122 code. I have checked everything and I have the correct voltage to the tps and it is at 0% at idle so I know that aint the cause. The car is surging really bad and wont idle down below 1200 rpm's

Doubtful that a "bad tune" could do that. What is
the TPS voltage with closed throttle? And is it the
same at the PCM end of the harness?

Had it checked by my mechanic and it was the same, I think 5 volts but not sure, he said it was the same though, what issues could cause this code?

also what could cause it to surge so bad, the low tps voltage?

What should the voltage be at idle?
