(hp tuners) What does the "non-active test write" do

(hp tuners) What does the "non-active test write" do I figured that when this option was selected, the program would not write to the car's computer, only verify that the program should write correctly, but when I use this option the hp tuners does appear to flash the new program?
What does Write "non-active test write" do? I've searched the hp tuners help files and they do not describe it anywhere.
