Default high idle while in neutral?

ok i have a 5.3 with a 224-228 cam and supporting bolt ons.

when i am driving down the road coming to a stop it acts as it wants to stay in a high idle until i am completely stopped, then it idles down to its 600-750 rpms blah blah...

or lets say i am in gear goin about 20+ mph , if i put it in neutral it will want to jump to 2000-2500 rpms and stay there. until i come to a complete stop or put it back in drive

what part of my tune should need adjustment?

this is in a 07 nnbs 5.3 with the flyby wire crap
