Default Do PCM's work for all cars/trucks?

I have a 2001 SS Camaro and my Dad has a 1999 Chevrolet Express, Both being pretty opposite kinds of vehicles. My question is if I were to get a PCM, would we both be able to use it? And if so can you recommend one? I'd really appreciate the help.

Do you mean a scan and tune interface?
If so the EFILive V2 will support both.
