Default P0122 TP Sensor Circuit Low Voltage

I'm constantly getting this error message, if I hook up Autotap it only shows 11.4% throttle opening while I'm at WOT.
I've put in another PCM, same readings
I've put in a brand new TPS, almost same readings (slightly less than 11%)
I've ran a new wire from the TPS to the PCM, same readings
I'm getting the 5V reference to the TPS so I jumpered the 5V to the signal wire then it shows 100% throttle opening
If I measure the Voltage on the signal wire I'm only getting 0.063 at closed throttle and 0.592 at WOT
I know that Voltage at WOT should be around 4.7V so what is causing this problem?
I'm running out of Ideas, so please someone help me find this Gremlin

Are you running a aftermarket TB?
