Default Lean condition at wot

93 lightning w/ 03 dbw lq4 4l80, harness was modified by current performance and is out of a 03 express 2500, computer is out of an 03 silverado 2500hd
when computer was tuned he turned vats and emissions off, and turned the electric fans on, but did not mess with anything else
walbro 222lph inline fuel pump 60# fuel pressure at wot
I tried to list as much info as possible
the check engine light does not come on either to show a lean condition

the truck drives great just cruising( maybe a little lean) wideband jumps between 15.0-15.5
when you are stopped and go full throttle the wideband will stay around 15.0, but as soon as it shifts to 2nd gear the afr will drop to around 13.5 and stays there
if you are cruising on the interstate and go wot the same thing happens, the truck will downshift to 2nd gear and afr will be around 15.0, then as soon as it shifts to the next gear the afr will drop to around 13.5.

has anyone run into a problem like this before? any ideas?

It might be the Delay before Entering PE Mode table.

would the delay be 5-10 seconds long?

is it possible that it could be due to the fact that I have a van harness and van o2 sensors and a truck ecu?

The delay can be set up to 409.6 seconds.
what tuning software/hardware are you using?

He tuned it with hp tuners... I don't see how that could be the case... 1st gear it goes lean foe maybe 5 seconds, but second gear its more like 10 seconds

What OS are you using?
There are PE delays at RPM and a PE delay RPM bypass.
I'm not saying this is exactly whats going on but it sounds like a good place to look,
if you can't edit the tune yourself (or know how it works)
don't be so quick to dismiss the idea.
Let the tuner know whats going on and get his opinion.
