which pcms are compatible with the 99 harness? any of them better than the others?

You probably want a 0411 pcm. That's pretty much standard equipment for 99+

99-2000 and 2001-2002 are 2 different hardware part numbers, but they can run each others operating systems...not really an advantage to either just hardware wise, I'm running code from a 2002 in my stock 2000 PCM and it functions fine. If you're looking for the best operating system to run, from a tuning standpoint, the latest 2002 operating system has the best flexibility (at least in HPTuners...I've dissassembled the raw binary code (dumped raw, not through HPT) a little on my own and not found much that isn't there in HPT in either the 2000 or 2002 model years).

1999-2002 are compatible, 2002's are the best to work with.
