cfg? What do you do with them

cfg? What do you do with them I would like to know what you do with the CFG's, I know what they are and all, but I havent figured out what to do with them yet. For example, RussK's idle.cfg is what everyone says to use to get the base idle down, ok well what am I looking for and what do I do with it. Any help woild be appreciated and yes I
