Default OBD II not working

I had my car tuned about a month ago (not the first time tuned by this tuner), and the car has an SES light on. I assume that it is a lazy 02. Well, I have tried to scan it with two different scanners, and the scanners will not come when hooked up. The only thing that has changed is that my shifter cable (a4) broke, and I put a new one in. I did notice that the gear indicator is not right (in drive in N, r is between P and n, etc), and when it park it will roll

the obd port is usually powered by the cig lighter fuse or an aux. power port fuse...

so, check your fuses...

had the same exact prob with mine, but mine kept poppin the fuse, figured ill just unplug the shorted lighter since im not a smoker..dont need it..havent had a problem since.
