Default rear o2 sensors and cats

I was once told that rear o2 sensors had to be on a car if the car has cats. I've had my rear o2 sensors deleted when I deleted the cats. However, now I want to put the cats back on. Will I need a new tune

As I understand the rear O2's only tell the PCM the cats are working within spec. You could install cats without the rear O2's and the PCM won't care.

Of course my question is why put cats on the car if you took them off, do you have to pass a visual inspection?
