Lock out module?

Lock out module? Has anyone ever heard of a lock out module going bad? I'm not sure that is the exact name of it, but I was on the phone with the dealership that is working on my car today and they said that was the problem. Just curious if anyone had heard of this happening before.

Well the problem the car is having is that it will crank but not start. If it was the chip in the key it shouldnt crank at all. I've even tried with my dumby key (perfect mold -chip) and it wont crank. This is the latest theory of the dealership. I've never heard of anyone have a problem with this, I even searched the forum and had no hits that matched what I was experiencing.
