Default 94 camaro gauge issues

i am working on a 94 camaro and the coolant temp reads hotter than the actual engine temp. i have verified this with a temp gun at multiple places on the engine. the gauge is almost at 260 before the fans come on. i have replaced the temp sensor in the water pump because the fans used to not come on unless the a/c was on. i got a sensor from GM so its not a cheap sensor reading incorrectly. the temp gauge used to not work and i changed the temp sensor in the head also. my question is would it be better to add a small resistor to the sensor in the head for the gauge to correct the actual problem or add a resistor to the sensor in the water pump to make the pcm see a 5 or 10 degree higher temp than it actually is so the engine doesn't run as hot. will there be any negative effects to the second method as far as engine performance? the car is an older woman's and has 260000 miles on it. she babies it and its just a DD. thanks for any help.
