Does removing A/C cause a fan code?

Default Does removing A/C cause a fan code?

Ever since I had the car I've had this code:

[PCM] P0481 - Cooling Fan Relay 2 Control Circuit (Old) (History) (Current) (Immature)

I got the car with the A/C already deleted. My friend seems to think the code is due to the A/C removal. With HP Tuners, if I enable low speed fans, they both work. If I turn off low speed, and turn on high speed, only the passenger side fan works. If I turn on low speed AND high speed, then both work. Is this normal behavior?

No overheating issues, so I've disabled the code for the time being.

It thinks there is an issue with the coil on the fan relay.
It has nothing to do with removing the A/C
I've seen it before, I've always assumed it was an issue with the sense circuit in the PCM, that checks for coil voltage being present from the fan relay coil
