No Speedometer. Please Help!

No Speedometer. Please Help!
I just rebuilt my t56 this past week and installed it yesterday. Everything works great except for the speedometer doesn't work. I am getting a P0500 code (speedometer malfunction).
Since it worked before the rebuild it should only be 1 of 3 things right?
1.) the reluctor wheel
2.) the vehicle speed sensor itself
3.) the wiring
I am pretty sure I installed the reluctor wheel correctly and it's right behind the sensor.
The VSS should still be fine since it worked before.
The wiring is where i need some help. I checked the voltage with the ignition on and I didn't get anything (the wiring to all the other sensors showed a voltage). Also I checked the VSS plug resistance and it was infinity while the other plugs all had a resistance.
So my question is whether or not this is normal. I have no idea how these sensors work and I don't know if they should have a voltage to them or not.

Ok so it's really starting to look like it's the wires.
Should there be a voltage to the VSS?
Also, it is possible that I installed the reluctor wheel backwards so that little groove on the inside of the wheel is backwards. I'm pretty sure it's on right but would that even make a difference anyway?
I just tried swapping the VSS out for another sensor I know is good and still nothing. I also double checked the reluctor wheel was lined up when I took the sensor out.
