If i were to buy either one of these for a 99 TransAm would they work on my buddies 99 Z28 after i was done? Or will it only work with one car?

there tuning capablities only work with one car. you can set the HPP3 back to stock and use it on another car but from what i hear its a hastle.

you guys would be better off going half on an hp tuner setup or edit. meaning you each have your own seperate cable license.

skip them, wait for (hptuner/efilive tuner)

or if you got alot of dough and like closed-vin type software, buy ls1edit and atap/live.

Where can i buy this hp tuner, and what is its actual name and price? And yes we were planning on spliting the cost thats why i was wondering if the hpp3 or diablo would work considering they're the same year.

The HPP3 will only program one car at a time to use it in another car(it must be same year) you have to program your car "back to stock" with the programer then you can use it on another car, and progaming takes about a half hour so it is a PITA.
