Default Will clearing codes make your PCM not ready for inspection?

I have a check engine code p420 catilic converter. I live in new NY and need to pass inspection.

If a clear the code will I be able to get inspected before it returns, or will the PCM not be ready for inspection (this happens when the battery is disconnected and the car needs to be driven before inspection to make PCM ready)

Of course it will, same affect as disconnecting the battery.

Stupid question. Will code p420 cause you to fail inspection.

Yes it will if you have an emissions inspection.
